Building a Garage Apartment in Dallas, TX: Rules, Costs, and What to Expect

Dallas has the most complex ADU regulations in DFW — but building is still very possible, especially in ADUO overlay neighborhoods. Here's the complete guide.

Dallas Is Different

If you're a Dallas homeowner who wants to build a garage apartment, the first thing to understand is that Dallas is more restrictive than Fort Worth, Denton, or most other DFW cities when it comes to ADUs.

The ADUO System: Dallas's ADU Framework

Dallas uses an overlay district system for ADUs called the Accessory Dwelling Unit Overlay (ADUO). Here's how it works:

  • In ADUO-designated neighborhoods: ADUs are permitted by right. You apply for a building permit and build. No special hearings required.
  • Outside ADUO neighborhoods: ADUs are not permitted by right. To build, you need approval from the Board of Adjustment (BOA) — a quasi-judicial body that evaluates variance requests case by case.

The BOA process adds 60–90 days and $800–$2,000 in filing fees before you can even pull a building permit. It's doable, but plan for a longer timeline.

ADUO Neighborhoods in Dallas

ADUO overlay zones include many of Dallas's most desirable inner-city neighborhoods:

  • Lakewood and East Dallas — M Streets, Munger Place, Junius Heights, Lakewood Estates
  • Oak Cliff — Kessler Park, Stevens Park, Winnetka Heights, Wynnewood North
  • Casa View and parts of Lake Highlands — northeast Dallas
  • Parts of North Oak Cliff and the Bishop Arts District area

The list grows periodically as Dallas City Council extends the overlay. If your property isn't currently in an ADUO zone, it may be in the future.

What Dallas ADU Rules Require

Within ADUO zones, the key requirements:

  • Size: ADUs may not exceed 50% of the primary dwelling's square footage, with a maximum of 1,500 sq ft.
  • Setbacks: Accessory structures must comply with base zoning setbacks — typically 5 feet from side and rear property lines.
  • Height: Maximum height for ADUs is typically 25–30 feet in most residential zones.
  • Parking: Replacement parking requirements apply if converting existing garage space.
  • Owner-occupancy: Not required in most ADUO zones — you can rent without living on the property.

Dallas ADU Costs

Dallas construction costs run slightly higher than Fort Worth:

  • Garage conversions: $50,000–$110,000
  • Above-garage apartments: $90,000–$200,000
  • Detached ADUs: $120,000–$300,000

The Rental Market in Dallas

Dallas's inner-city neighborhoods have some of the strongest rental demand in DFW. ADUs in Lakewood, the M Streets, and Oak Cliff routinely rent for $1,300–$2,000/month depending on size and finish.

The combination of premium rental rates and strong appreciation in these neighborhoods makes Dallas one of the best ADU investment markets in the metro — if you're in the right part of the city.
